Looking for Entrepreneurs Interested in the Challenge of Participating in the Business Plan Contest

Osaka Prefecture is working with affiliated organizations across Osaka to build a global startup ecosystem.

As part of these efforts, the Osaka Industrial Bureau is implementing the “Osaka Entrepreneur Growing Up Project” to support the discovery and growth of promising entrepreneurs.


 We are accepting business plans for the 

“18th Business Plan Contest Dream DASH!” with the hopes of discovering and nurturing entrepreneurs who possess a challenging spirit.


The award winners will be provided grants in addition to hands-on support to achieve steady growth, so we look forward to your applications. 


 [18th Business Plan Contest Dream DASH! ]


 1. Applicants

 A corporation or individual starting a business for the first time, who falls under one of the descriptions in (1) and (2), and who can obtain a recommendation from a recommending organization specified in (3).

 In addition, those who can participate in each evaluation, presentation training and the business plan contest according to the schedule.

 *Those who have received support from the Osaka Prefectural Venture Growth Project "Booming!" or the Osaka Prefectural Startup Development Support Project "RISING!"

and those who have experience in starting a business in the past are not eligible. Regardless of it being a separate business, a sole proprietor or a corporation that has been in business for a total of 5 years or more is not eligible.


 (1) Eligible Corporations, etc.

a. SMEs prescribed in Article 2, Paragraph 1 of the Small and Medium-sized Enterprise Credit Insurance Act

b. General incorporated associations and general incorporated foundations established based on the Act on General Incorporated Associations and General Incorporated Foundations

c. A limited liability partnership established under Article 2 of the Act on Limited Liability Partnership Agreement.

d. Specified non-profit corporations established based on Article 2, Paragraph 2 of the Act on Promotion of Specified Non-Profit Activities


 (2) Duration, etc.

a. Those who intend to start a business in Osaka Prefecture

 The location of the head office must be in Osaka Prefecture when the business is opened or the corporation is established. 

b. A business in Osaka Prefecture that has been in business for less than five years

 (Corporation) The location of the head office must be in Osaka Prefecture in the declaration of establishment. 

 (Individual) In the declaration of a sole proprietorship, the place of tax payment and the main place of business must be in Osaka Prefecture.

 * However, this does not include businesses that fall under the category of designated amusement or special sexual businesses as stipulated in the Act on Control and Improvement of Amusement Businesses 

 *Organized gang members stipulated in Article 2, item 2 of the Act on Prevention of Unjust Acts by Gang Members, or gang members stipulated in Article 2, item 6 of the same article, or those in close relations with gang members as stipulated in Article 2, item 4 of the Osaka Prefecture Organized Crime Exclusion Ordinance will be excluded from this event.

 *The applicant does not have to have a current address in Osaka prefecture.


 (3) Recommendation

 2. Plans to be Accepted

 A business plan which is based on a strong sense of mission by the entrepreneur, that can provide customers with value that exceeds existing products and services, as well as expect sustainable and stable earnings, and a virtuous cycle and ripple effect on the economy.

 In this contest, participants are recommended by startup support organizations that run entrepreneurship programs. Business plans that have passed the document and interview screening processes will be accepted. 

This contest accepts recommended applications regardless of the business theme, but with the 2025 Osaka/Kansai Expo in mind, additional evaluation points will be given for projects that address SDGs and Society 5.0. .

 4. Application Deadline

Application forms must arrive by 1:00 pm, June 13, 2023 (Tuesday) 


 5. Schedule Following Submission

Documents will be reviewed for the accepted business plans and up to 10 applicants will be selected after an interview review. Applicants who pass the document and online interview screening, and proceed to the business plan contest will be given a presentation training session held at the secretariat on July 13, 2023 (Thirsday). In addition, contestants will participate in the presentation judging on August 23, 2023 (Wednesday).

The judging of presentations can be viewed by the public and will be streamed online.

Streaming will continue for a few weeks after the contest ends.


 In addition, there is a possibility that on-site guests will be limited to speakers and related parties in order to prevent the spread of the COVID-19, in which case the contest will still be webcasted. 


 6. Award Winner Benefits

Grants will be provided in addition to three months of hands-on support, and opportunities for “matching presentations.”

 ・First Place (1 person) Grant for one year (up to 1 million yen/year, subsidy rate of 1/2)

 ・Second Place (up to 2 people) Grant for one year (up to 500,000 yen/year, subsidy rate of 1/2)
